 | | A dozen Texas Republicans have poured a record amount of personal wealth into bids for the state House in 2022 - floating campaigns with $3 million combined in loans in contests that are open in every case but one. A pair of former city council members - Elisa Chan of San Antonio and Ellen Troxclair of Austin - lead the pack of House contenders in total fundraising for House races on the primary election ballot on March 1. Chan rounded up almost $833,000 last year for the House District 122 race as the runaway current leader in the money chase on the lower chamber battlefield based on reports that were filed at the Texas Ethics Commission for 2021. More than 90 percent of Chan's funding came in the form of loans that she made to her campaign. Troxclair in vivid contrast raised more from supporters than any other candidate for the House in 2021 with $460,000 in contributions that she supplemented with a $50,000 loan for a total take of more than $510,000 in an open race in House District 19. But Troxclair has an asterisk by the fundraising numbers - having generated the lion's share of her campaign cash for a state Senate race that she cancelled in favor of the competition for the House seat that the GOP-controlled Legislature created last fall. Houston Republican Shelley Barineau ranked third in the competition for cash in races for seats in the Texas Capitol's west wing last year with almost $328,000 in donations to go with $175,000 that she loaned her campaign. Barineau - an attorney who's a longtime party activist - posted the most impressive numbers overall in light of the fact that she raised it all in only two months as a candidate for an upcoming vacancy in House District 133. Democratic State Rep. Richard Raymond of Laredo rounded up more money last year for a re-election race than any of the other House members who are facing primary foes in 2022 with only one exception in State Rep. Ryan Guillen of Rio Grande City as the newest GOP member in the west wing of the statehouse. Guillen, who served almost two decades as a Democrat, found the grass considerably greener after switching parties with substantial fanfare after the Republicans in Austin redraw his district in South Texas from solid blue to leaning red. After accepting more than $40,000 last spring for a presumed re-election bid as a Democrat, Guillen raised almost $280,000 in whirlwind three-month haul as an incumbent in whom Governor Greg Abbott and House Speaker Dade Phelan have invested substantial political capital. Floresville Republican Mike Monreal was Guillen's closest challenger in the fundraising arena in the new House District 31 with $38,000 from donors in addition to $17,000 in loans. With more than $660,000 on December 31, Guillen headed into January with 25 times more cash in the campaign bank than Monreal. GOP State Reps. Dustin Burrows of Lubbock, Glenn Rogers of Graford and Jeff Leach of Allen were the only other House members with primary opposition to rank among the top ten in fundraising in 2021. A delay in redistricting to the fall as a byproduct of the COVID-19 pandemic has given incumbents an added advantage with an abbreviated primary season. That didn't appear to be an obstacle for GOP challenger Mike Olcott of Aledo and 11 Republicans in open House races in districts where they fueled campaigns with loans from themselves. Chan was the outlier with loans of $755,000 for a race in the suburbs on the northside of the Alamo City eight years after an unsuccessful Senate bid. But five of the six House contenders who raised the most money last year did so with loans of six-figures. Republican Patrick McGuinnes of Georgetown reported loans of $400,000 in 2021 in a bid for the House District 52 seat that Talarico is giving up so he can run in more friendly confines. Olcott got his campaign under way with a $300,000 loan in a bid for the House District 60 seat that Rogers is attempting to defend in 2022. GOP hopeful Eric Bowlin of Plano loaned his campaign more than $293,000 in a race for a new House District 70 in the Collin County suburbs in the northern half of the Dallas-Fort Worth area. Lubbock Republican David Glasheen reported $200,000 worth of loans for an open race in House District 84. more to come ... |      |
