Texas House Republican leaders sought to give the appearance of unbridled confidence on Wednesday with a pitch to lobbyists for campaign cash amid assurances that Speaker Dade Phelan's allies expect to finish strong at the polls in March despite disadvantages that would have been unthinkable a year ago.
Phelan summoned nearly two dozen GOP colleagues to Austin for a show of support and unity in the ranks at a time when House Republicans are unprecedented fire for Attorney General Ken Paxton's impeachment and votes that some cast against Governor Greg Abbott's coveted school choice bill.
House leaders acknowledged that at a few races with incumbent Republicans could be close. There were no predictions about running the table at a time when a record number are facing first-round opposition with most on target lists for Paxton or Abbott or both.
But the general message was that most if not all of the Republican representatives who the leadership team is supporting will be fine and emerge victorious in the primary or runoff. Such an outcome could give Phelan the inside track to keep his job as long as he survives a three-headed monster at home with Donald Trump, Lieutenant Governor Dan Patrick and Paxton all trying to take him out while backing David Covey in the speaker's district.
The Phelan team's outlook is pinned to a large degree on the success that House Republicans have had in the fundraising arena in recent months. Forty-five Republicans raised a record-smashing $14.5 million combined in the past 13 months for primary fights with challengers who are heavily armed in no shortage of cases. All but one have generated more than $100,000 for re-election races during the 2024 cycle.
An analysis of Texas Ethics Commission reports that were filed this week found that 26 GOP challengers in House races with incumbents rounded up almost $5.8 million for campaigns that raised six-figure sums during the same span of time.
House Republicans in contested primaries raised $322,222 on average in 2023 and the first month this year. That doesn't include Phelan. The challengers who qualified for the $100,000 club have had $221,875 on average for bids against incumbents for the GOP.
Fifteen House candidates in races with incumbent Republicans relied on loans that surpassed $1 million collectively. Thirteen incumbents and three challengers raised more than $400,000 apiece for House bids while a half-dozen Republican members when Phelan is included amassed war chests with more than a half-million each.
Nacogdoches Republican Joanne Shofner reported contributions of almost $290,000 in January when the lawmaker she's trying to unseat - State Rep. Travis Clardy - listed donations from supports of $40,000.
Shofner had raised nearly $407,000 during the cycle - and she had the added benefit of an Abbott appearance at a campaign rally on Tuesday. The Texans for Lawsuit Reform PAC has given Shofner $222,000 for the fight with the veteran incumbent in East Texas. Clardy ranks 55th with contributions of $185,000 up to now.
Liz Case Pickens of Tuscola raised $207,000 in January to push her total take beyond $370,00 for a clash with GOP State Rep. Stan Lambert of Abilene in the primary. Lambert had rounded up $175,000 so far in a re-election bid. Jamie Haynes of Amarillo, Andy Hopper of Decatur, Chris Spencer of Hughes Springs, Mike Olcott of Aledo, Mitch Little of Lewisville, David Covey of Orange and Shofner have all surpassed the quarter-million mark in funds that they've amassed for bids against House Republicans in the first round.
Covey raised almost $400,000 last month in a bid for the seat that Phelan is seeking again this year. Covey can't compete with the speaker in fundraising. But that is a sufficient amount for a competitive campaign especially for a candidate who has vigorous endorsements from Trump, Paxton, Patrick and the entire far right.
